McCracken County Youth Soccer Association

The McCracken County Youth Soccer Association Board met at 7:00 pm, Thursday September 2 at Lone Oak United Methodist Church. The following were present:

Board Members: Mark Davis, Shannon Andrews, Brett Draffen, Elaine Stevens, Greg Stevens,

Jackie Lange, Sean Walsh, Lisa Oetjen, Greg Holtgrewe, Lee Blackburn

Guests: None

Mark Davis called the meeting to order at 7:40 PM and established a quorum.

Minutes

The minutes of the August 4, 2004 meeting were distributed and were available in hard copy format at the meeting. A motion by Shannon Andrews was made to amend a missed statement regarding Open Draw and Lisa Oetjen seconded the motion. Elaine Stevens made a motion to approve the minutes as amended. Greg Holtgrewe seconded the motion which passed unanimously.

Board Member Cell Phone Numbers

Brett Draffen suggested creating a Board Member Cell Phone list in order to keep in touch during the season and for use during inclement weather situations. Lisa Oetjen collected the numbers and will distribute a list to each board member.

Lone Oak First Baptist Church Upward Soccer Program

Brett Draffen presented a schedule for the Upward program to the board. U-6 fields will be in use by the program at 2:00 and 3:00 PM; U-8 Field 6 will also be used at 2:00 and 3:15 PM. This will not interfere with MCYSA playing schedules. Brett also reported the practice schedules are available on the website.

Second Work Day Details

Greg Holtgrewe reported the U-8 fields need striped, U-12 Short Sided field lined, nets placed on the U-6 and U-8 fields. He reported our Full Size field still has holes that must be filled in order to have the field ready for play this is field 9. Greg stated the day will start at 8:30 AM. Elaine Stevens asked about supplies for painting the goals. Greg stated we did not have time to paint the goals prior to hanging the nets. Elaine suggested painting the goals at the end of the season the board unanimously agreed. It was decided that any salvageable nets need to go to practice areas that are in need of nets. The benches need leg extensions put on before the season. Greg suggested 24" 2 x 4 added onto the bottom legs for stability. He will check with others at work day for suggestions on the modifications. Shannon Andrews suggested checking for help with parents to do the work that may not be able to attend work day. A discussion for more sturdy benches being purchased will be added later when our building is in place and they can be stored.

Referee Pay & Bonus Schedule

Tabled. The pay scale will be modified to reflect Line pay for U-9 competitive games.

Referee Recertification

Greg Stevens reported the Recertification Class for referees is October 24, 2004 at Lone Oak High School. The time is 1:00 PM 5:00 PM and the cost is $25.00 per person. Greg reported the doors will open at 12:30 PM for registration. The clinic for Entry Level referees is slated for January 15 & 16, 2004 at Lone Oak Middle School. Registration this year will be a Preregistration process and a walk up registration will be held prior to the clinic on Saturday. Sean suggested raising the walk-up fee to $45.00 as an incentive to preregister. Preregistration fee is $35.00.

Building Update

Mark Davis talked with Pat Stevens from the McCracken County Road Department regarding progress of the new building. Mr. Stevens stated they are waiting on the garage builders at this time. Everything is ready to go as soon as the Road Department hears from West Kentucky Garage Builders.

Parking Area

Mark Davis is still working on the parking lot issue. Currently, we are at the bottom of Rex Smiths list for repairs. The Road Department did not want to start with the season beginning so soon so Mark will continue to discuss the issue with Pat Stevens.

Welcome Sign

A question was raised about the new welcome sign saying "Home of the Paducah Storm." A concern was stated about how other children would feel that play in the league. Shannon Andrews suggested if the Storm wanted to do the sign, they pay for one-half (1/2) of the cost. Jackie Lange stated she felt it would be an issue with other sponsors. Elaine Stevens suggested using the fence to hang sponsor signs around the new U-10 area. Jackie Lange made a motion that no sponsor be listed on the welcome sign. Lisa Oetjen seconded the motion. Seven (7) were in favor; Shannon Andrews and Mark Davis abstained from voting.

Test Area

Todd Hendricks (State Geologist) came to the complex with Shannon Andrews last month. Due some possible drainage issues, we face the possible loss of fields. Currently Shannon is discussing the issue with Mr. Hendricks and looking into solutions. Our current plans are to plant a field (Full Size) at the end of the U-6 road. Mark Davis stated Pat Stevens offered to come in and disc the area and place compost in the area. Mark feels we need to make a decision on the issue as soon as possible. Lisa Oetjen made a motion; Elaine Stevens seconded; Passed unanimously.

Insurance Certification

Mark Davis has received the insurance certification for the association and he has also received the insurance policy for Lone Oak First Baptist Church Upward Soccer program. Mark stated we are ready to begin the season with our coverage.

 

 

Fund-Raising

Mark Davis has spoken with an individual regarding "Peeler Cards" He stated many people are selling "Spirit Cards" yet theses are a new concept. Jackie Lange suggested looking at fundraising options for the Spring season since we are about to begin the Fall season. Lisa Oetjen suggested asking Brooke Harris to coordinate this for the league. Shannon Andrews made a motion to discuss at the next meeting; Elaine Stevens seconded the motion. Passed unanimously.

Commonwealth Classic League

Russ Flynn has asked that our league participate in the Commonwealth Classic League. Mark Davis has paid the cost and brought a receipt in for reimbursement. This league will give our competitive teams more opportunities for games during the season.

Competitive Teams Home Games

A U-10 Recreational team from Marshall County has contacted Brett Draffen about playing our recreational teams. It was decided this needs to be discussed with the coaches. Brett will contact Marshall County about how to contact our coaches and the pay procedures. Coaches will be responsible for paying the referees if any games are scheduled. Shannon encouraged this issue. Greg Stevens and Brett Draffen need to be able to track these games. Lee Blackburn suggested the coaches pay the league and David Fish pay all referees for games. Greg Holtgrewe suggested posting guidelines on our website.

Teams Practicing on Game Fields

This has become a consistent problem this year. Greg Holtgrewe stated he has told many coaches that MCYSA has had a long standing rule about not practicing on the game fields, yet fall is not a rough on the fields as the spring. Sean Walsh stated in the past, a coach has been fined $25.00 if found practicing on a game field. Shannon Andrews made a motion to fine coaches in the Spring if found on the game fields First Offense Verbal Warning; Second Offense - $25.00 fine assessed and team not allowed to play until paid. Lisa Oetjen seconded; Passed unanimously.

Game Cancellation Procedures

We are having a problem with much confusion on game cancellation procedures. Elaine Stevens spoke with Scott Green at Bellsouth about the use of a line for one phone to check the status of game days. Elaine will let us know ASAP about the progress of this. Mark feels like we need a physical phone chain and it was discussed that our liaisons for each age division would be a good use for this. The rest of the discussion was tabled for the board to put together a plan and bring to the next meeting.

There being no further business the meeting was adjourned at 9:45 PM. The next monthly meeting is scheduled for 7:00 PM, Thursday October 7, 2004 at Lone Oak United Methodist Church.
